Two weeks after the original motion was withdrawn following significant legal and practical concerns, Council has revisited Councillor Conny Glenn’s proposal to create “Child Safety Zones” around playgrounds, schools, splash pads and other children’s spaces.
The revised motion no longer proposes any immediate bylaw changes. Instead, it directs staff to return with a detailed legal opinion on the risks and limitations of restricting activities such as erecting shelters, drug use, or displaying drug paraphernalia within specified zones.
Councillors remained split on enforceability, legal risks, and what Councillor Ryan Boehme described as the potential of “…pitting two vulnerable populations against each other.”
Support solidified after Mayor Bryan Paterson added an amendment expanding the review to include other public places.
The motion ultimately passed 12-1, with staff now tasked to report back with options.
