Council reconsiders dockage fee policies for community-focused vessels

At their last meeting, Council unanimously voted to explore options to waive or discount dockage fees for select vessels.

The motion, brought forward by Councillor Don Amos, highlighted how vessels used for educational or charitable purposes contribute to Kingston’s tourism profile, enhance waterfront activity, and build community. Amos also noted that other Canadian ports and marinas, including those in Halifax and St. John’s, already offer programs that waive or reduce docking fees in recognition of their public value.

“We are a city that says we thrive on history and innovation,” said Amos. “History is here, and we have an opportunity to support it and let it thrive.”

City staff are already reviewing the operational model for Portsmouth Olympic Harbour as part of an ongoing visioning process. Staff will report back to Council in 2026 with options for implementing potential fee waivers or cost reductions at Kingston-operated marinas, along with an analysis of the financial costs and benefits to the City.
